Since 2015, STC has been the City of San Diego’s trusted partner for as-needed Intelligent Transportation Systems (ITS) services, playing a pivotal role in modernizing the City’s transportation infrastructure.

STC developed the City’s first-ever Traffic Signal Communications Master Plan (TSCMP), a comprehensive blueprint guiding investments in traffic signal communications and ITS technology. STC has been instrumental in designing, implementing, and deploying the Plan’s recommendations, addressing critical deficiencies across hundreds of traffic signals.

Our services include ITS and communications network design and implementation, enabling remote monitoring and management of traffic signals. We have conducted traffic operations studies, modified signals to enhance safety and efficiency, and secured millions of dollars in grant funding to upgrade citywide communications including a new TMC space for traffic operations staff. Additionally, we have assisted with field inspection, troubleshooting, and maintenance, helping to evaluate and repair system issues.

STC’s technical expertise, hands-on field support, and deep understanding of the City’s ITS infrastructure have been critical in supporting San Diego’s Operations Group, driving innovation, improving mobility, and reducing congestion throughout the region.
