Citywide Traffic Signal Program | Carlsbad
Since 2011, STC has provided traffic signal program support for the City of Carlsbad, playing a key role in modernizing the City’s traffic signal and Intelligent Transportation System (ITS) infrastructure. The ATMS Capital Improvement Project stands as the program’s centerpiece, delivering a fully integrated, adaptive traffic management system designed to enhance mobility, reduce congestion, and improve overall efficiency.
STC implemented a citywide IP-based wireless communication network, upgraded the vehicle detection system, designed and built the Traffic Management Center (TMC), and deployed a citywide Emergency Vehicle Preemption (EVPE) system. The project introduced a citywide traffic measurement system and new coordination timing on major arterial streets.
The ATMS dynamically adjusts signal timing in real time, improving traffic flow and reducing travel times, particularly during off-peak periods. With the system fully deployed, Carlsbad now benefits from more responsive traffic operations, faster incident management, and data-driven decision-making.
STC continues to support the City by maintaining signal infrastructure and providing strategic ITS planning services—positioning Carlsbad as a model for innovative, customer-focused traffic management.
